Introduction
A Ukrainian drone attack on the city of Nizhnekamsk in central Russia's Tatarstan region killed at least 13 people and wounded 48 more, according to a local press service statement issued Monday. The attack targeted a city more than 1,000 kilometers (620 miles) from the Russian-Ukrainian border, in a region that hosts major oil refineries that Kyiv has repeatedly struck in recent months.
The Attack and Its Aftermath
Radmir Belyayev, the mayor of Nizhnekamsk, said unspecified industrial and civilian targets had been hit in Monday's strike, according to a statement on Telegram. Meanwhile, Ukraine's military said it struck the Taneco oil refinery overnight, adding that a fire was recorded at the site.
Russian Telegram media channels reported that the TANECO oil refinery had been targeted, with photos and videos posted to social media purporting to show long-range drones striking the facility. The TANECO refinery is a major Tatneft facility that processes more than 17 million metric tons of oil annually.
The Broader Campaign
Nizhnekamsk's oil and petrochemical infrastructure has been repeatedly targeted by Ukraine. The TANECO refinery was previously struck on Aug. 10, when Ukraine's General Staff confirmed a strike and said a fire had been recorded. The TAIF-NK refinery in the city was hit in July, and the nearby Nizhnekamskneftekhim petrochemical plant was targeted in May and June.
Elsewhere, the Tamanneftegaz oil terminal in Krasnodar Krai was reportedly struck overnight. NASA's FIRMS satellite system detected a fire at the terminal, which is a key Russian oil export facility in the Black Sea region. The 500-kilovolt Taman electrical substation, which supplies power to Russian-occupied Crimea, was also reportedly targeted. In June, Ukraine's General Staff reported damage to three oil storage tanks, a pipeline, and loading infrastructure at the same terminal.
Casualties and Civilian Impact
The United Nations said attacks in the conflict have led to a jump in civilian casualties in both Russia and Ukraine. The Russian Defense Ministry said it shot down 456 Ukrainian drones fired overnight, though it did not disclose how many reached their targets or how many were intercepted in the Tatarstan region.
In a separate development, a Russian artillery strike killed five people in the village of Bugaivka in Ukraine's Kharkiv region, according to Ukrainian officials. The regional prosecutor's office said on Aug. 10 that Russian forces carried out a massive artillery strike on the residential area of the village, destroying houses and killing five people.
Ukraine's Stated Intentions
Ukrainian President Volodymyr Zelenskyy said the air campaign aims to force Russian President Vladimir Putin into negotiations to end the full-scale invasion, now in its fourth year. "We do deliver entirely justified responses, and every Russian strike will be met with our response. Russia's war will be felt more and more at their own home — in Russia," Zelenskyy said Sunday in a social media post.
Ukraine regularly strikes military infrastructure deep within Russia and the occupied territories to diminish Moscow's ability to continue waging war. The intensifying long-range strikes on Russian oil infrastructure target refineries and other energy facilities that Kyiv says help finance and supply Russia's war effort. Ukrainian strikes on refineries have already led to some fuel shortages and reduced Russia's oil-refining capacity.
Broader Conflict
Russia has continued its own aerial campaign against Ukraine, with Ukraine's air force reporting that Russia fired 126 drones in a single overnight attack. Both sides have increased long-range strikes on infrastructure as the conflict grinds on, with civilians on both sides of the border bearing the brunt of the violence.
