UK Issues First-Ever Nationwide Alert Targeting Russian Sanctions Evasion Network

The United Kingdom has issued a nationwide alert against a Russia-linked sanctions evasion network, as Chancellor John Healey announced new measures to increase economic pressure on Moscow.

The National Crime Agency and the government issued the first-ever nationwide alert against the A7 Network on Monday, August 31. The alert aims to assist the private sector in tackling sanctions evasion and ensure Russia bears the full cost of sanctions, according to government announcements.

The A7 Network relies on financial institutions in third countries and exploits the international financial system to complete cross-border transactions while evading sanctions, officials said.

The alert comes amid ongoing tensions with Russia, which has made threats against the UK, according to reports. Chancellor Healey outlined fresh measures to prevent Russian President Vladimir Putin from circumventing sanctions designed to fund the war against Ukraine.

Western allies imposed sanctions on Russia following its invasion of Ukraine more than four years ago. The UK has since implemented one of the world's most comprehensive sanctions regimes, targeting individuals, entities and vessels connected to the Kremlin. In 2026 alone, the UK has sanctioned more than 500 individuals, entities and ships under the Russia sanctions regime, according to reports.

Healey used his first international meetings to forge a coalition aimed at targeting covert Russian networks financing the war, the government announced.

The Chancellor will also increase the maximum penalty available to the Office for Financial Sanctions Implementation (OFSI) from 50% to 100% of the value of a sanctions violation.

In August, the government unveiled a substantial sanctions package targeting Russian banks, shadow fleet vessels and enterprises backing the Kremlin.

"We are ramping up the economic pressure on Putin and leaving those aiding his illegal war with nowhere to hide," Healey said.

In response to the UK's actions, Russia's embassy in London accused Britain in August of becoming "an accomplice and co-perpetrator" of attacks and of "deliberately opting for an escalation" in the conflict, according to reports.

The Ministry of Defence responded: "Britain stands shoulder to shoulder with Ukraine and we are committed to providing the equipment Ukraine needs to defend itself against Putin's illegal invasion."
