Rubio's Beijing Visit Highlights Diplomatic Workaround Amid Sanctions
US Secretary of State Marco Rubio has become the first American top diplomat under Chinese sanctions to visit China, according to multiple reports. His arrival in Beijing as part of President Donald Trump's state visit was made possible by a linguistic adjustment by Chinese authorities, who altered the transliteration of his surname in official documents.
Reports indicate that Rubio, who also serves as US National Security Adviser, had previously appeared reluctant to visit China, and Beijing had not explicitly stated whether it would waive penalties imposed on him in 2020. Instead, Chinese officials used a diplomatic workaround, changing the Chinese characters used for the first syllable of his surname from one meaning "ruby" to another pronounced "lu," thereby allowing him to be listed as "Marco Lu" without formally lifting the sanctions.
The sanctions against Rubio date back to his time as a US senator from Florida, when he was twice penalized for his outspoken criticism of China's policies, including its crackdown in Hong Kong and its treatment of Uyghur Muslims. Rubio was also a proponent of the Uyghur Forced Labor Prevention Act, which aimed to restrict imports from China's Xinjiang region.
According to an Al Jazeera report, the Chinese government and official media began using the new transliteration shortly before Rubio took office as secretary of state in January 2025. In March, the Chinese Ministry of Foreign Affairs indicated a willingness to relax sanctions if Rubio were to travel with Trump for a summit. Lin Jian, a ministry spokesperson, said on March 16 that "China's sanctions were aimed at Mr Rubio's words and deeds concerning China during his tenure in the United States Senate."
Rubio's presence in Beijing also generated attention aboard Air Force One, where he was photographed wearing a grey Nike tracksuit. Social media users quickly compared the outfit to the "Maduro arrest look," referencing images of former Venezuelan leader Nicolas Maduro wearing a similar ensemble while in US custody in January. White House communications director Steven Cheung posted a photo of Rubio on Wednesday with the caption: "Secretary Rubio rocking the Nike Tech 'Venezuela' on Air Force One!"
China has condemned the US capture of Maduro, saying it violated international law and threatened peace and security in Latin America.
Rubio's itinerary in Beijing comes amid expectations that, as National Security Adviser, he would normally have traveled to China earlier to lay groundwork for such a high-stakes summit. Instead, he has met his Chinese counterpart Wang Yi twice on the sidelines of international events.
Rubio is widely viewed as a leading contender for the 2028 Republican presidential nomination, with polls consistently placing him among the front-runners. Although no candidates have formally declared, Trump has floated the idea of a "dream team ticket" pairing Rubio with Vice-President J.D. Vance. Rubio first sought the presidency in 2016 but suspended his campaign after losing the Florida primary to Trump.
