A Presidential Push for a Thousand Launches

President Donald Trump has signed a presidential memorandum directing the United States to expand its space transportation capacity to support more than 1,000 launches and reentries every year by 2030. The memo, released by the White House, states that "our space transportation ranges must grow" to handle the increase. As reported by Gizmodo and TechRadar, the US recorded 178 rocket launches in 2025, a figure ten times higher than in 2013, according to TechRadar. TASS notes that the US currently carries out over 200 space launches annually. The order supersedes the National Space Transportation Policy first adopted in 2013.

White House science and technology adviser Michael Kratsios was quoted by TechRadar as saying, "This policy meets this moment of explosive growth and positions America to lead the next era of space." The memorandum frames the effort as ushering in "the golden age of space transportation," according to Gizmodo.

The policy directs federal agencies to identify federal land for new launch or reentry facilities and to incentivize co-development of launch sites with private-sector partners. It also seeks to expedite permitting and environmental reviews for commercial space activity, with the government directed to refrain from activities that "preclude, discourage, or compete with" commercial space transportation, Gizmodo reported. Additionally, the policy calls for regular federal reviews of launch range schedules and a revisit of export policies to protect intellectual property while expanding sales, TechRadar said. Access to wireless spectrum, air traffic coordination, and a stronger launch workforce are also prioritized.

Mars, Moon, and Commercial Companies

The memo includes provisions for NASA to explore commercial robotic access to Mars and commercial architectures for sending humans to the Red Planet and returning them, according to Gizmodo and TASS. TechRadar reported that the memorandum pushes NASA toward landing American astronauts on the moon by the end of 2028, with early elements of a lunar base to follow, and asks NASA to build a lunar logistics network that private companies could use commercially. The US will also consider requests from foreign companies wanting to launch from American soil, with each firm screened individually, TechRadar said.

While the policy does not mention any company by name, SpaceX occupies a dominant position in the American launch industry. Gizmodo noted that SpaceX scaled up from 19 launches in 2013 to 165 in 2025, and TechRadar reported that the company carried out 170 missions last year, placing roughly 2,500 satellites in orbit. Elon Musk has said SpaceX is working toward more than 30 Starship launches per day, or nearly 11,000 annually, by 2030, according to Gizmodo. TechRadar also cited FAA officials as noting that SpaceX aims to reach 10,000 flights annually within five years.

SpaceX's Louisiana Plan

Days after the presidential order, Louisiana officials unveiled an even more concrete expansion of the commercial space industry: SpaceX plans to build a $100 billion rocket launch facility on the state's coast. The announcement came Tuesday in a pre-recorded video played to an invitation-only gathering of more than 450 officials in a hosted by Gov. Jeff Landry, according to the Baton Rouge Advocate. The project, long rumored, has been in development for months, and Elon Musk, SpaceX's owner, was not in attendance, WDSU reported.

The site, named "Starbase Louisiana," will be in Vermilion Parish, about 50 miles south of Lafayette, Held by wildlife refuges and near Pecan Island. The facility will include five launch pads, a mission-control center, office buildings, power plants, a propellant factory, and employee housing, according to Baton Rouge Advocate. At full buildout, there will be five launch complexes, each with two launch pads and a propellant farm, WDSU added.

Musk, in a pre-recorded video, said "Starbase, Louisiana will unlock that future," emphasizing the company's mission to make human life "interplanetary." The project is part of a broader goal to launch thousands of satellites and eventually reach Mars. Landry called the project "a pivotal moment for Louisiana," saying the state is now beyond $250 billion in new investment.

Construction is expected to start in 2027, with the first launch targeted as soon as 2029, according to the Baton Rouge Advocate and WDSU. The company said the site will be its fourth and largest, with the same stated purpose as its other Starship facilities.

Jobs, Incentives, and Concerns

SpaceX has said the facility will create 3,000 direct new jobs over ten years, paying an average of $92,600 annually—192% above Vermilion Parish's average; Louisiana Economic Development estimates more than 8,100 indirect jobs, totaling more than 11,100 new opportunities in Acadiana, WDSU reported. Musk himself mentioned about 10,000 jobs could be connected to the facility.

The deal has been structured according to certain incentives. The Baton Rouge Advocate reported that ExxonMobil donated the land to the state, which sold it to SpaceX for $100 million—about $800 an acre—with the money going to coastal restoration. The company will pay $25 million a year for 25 years to the parish, rising with inflation, plus $20 million in 2026, and a $25 million donation to the Community Foundation of Acadiana. SpaceX will also source Louisiana in-state vendors.

But questions have been raised. Public Service Commissioner Davante Lewis expressed concerns about power supplies for rural cooperatives in the area. Environmental groups have begun organizing opposition, and recent changes to state law hinder lawsuit challenges to commercial aerospace projects. Many details of the deal remain under a nondisclosure agreement, a common practice under the Landry administration.

SpaceX says it has engaged with the Louisiana Department of Wildlife and Fisheries and the Coastal Protection and Restoration Authority to address impacts, and plans to partner with conservation organizations. The company also said it will hold town halls and other community engagement events.

Reactions and Outlook

Local officials have defended the project. Lafayette Mayor-President Monique Blanco welcomed SpaceX as neighbors, citing the region's fiber infrastructure and research capabilities. University of Louisiana at Lafayette President Ramses Kolluru praised the historic announcement and said the university is preparing for workforce development. One Acadiana CEO Troy Wayman called it a "transformational investment" (as quoted by the Baton Rouge Advocate).

The facility, along with the presidential pushes, reflects a new era where government policy and private ambitions converge to make launching a routine part of American infrastructure. Whether the timelines hold and the incentives scale will be tested in the years ahead.
