Nationwide shift to E20

India completed a rapid move to petrol blended with 20 percent ethanol, known as E20, making it the only petrol variant sold at retail pumps from April 2026. A government notification dated February 17, 2026, required all states and union territories to supply petrol with up to 20 percent ethanol and a minimum Research Octane Number of 95 from April 1, replacing an earlier 2021 framework that had allowed blending of up to 10 percent. The National Biofuel Policy 2018, as amended in 2022, had set an E20 target for the ethanol supply year 2025-26 and a 5 percent biodiesel goal by 2030; India reached the 20 percent blending level five years ahead of the original 2030 deadline, according to reporting by The Hindu, The Times of India and the Hindustan Times.

The government presents the programme as a route to lower crude-oil import dependence, foreign-exchange savings and reduced emissions. Parallel steps have already pointed beyond E20. In June, 48 retail outlets of public oil marketing companies began dispensing E85 for flex-fuel vehicles, following an April 27, 2026 draft notification from the road transport and highways ministry that would allow flex-fuel vehicles running on E85 and E100. That draft concerns the Central Motor Vehicles Rules 1989 rather than the biofuel policy itself, the Hindustan Times noted. Annual ethanol production capacity stands at 8.38 billion litres, and earlier targets included diverting up to six million tonnes of sugar to ethanol by 2025.

Compatibility gap in the vehicle fleet

Vehicles built to meet BS 6 Phase 2 Real Driving Emissions norms, mandated from April 2023, left factories with ethanol-resistant fluorinated rubber components, upgraded seals and recalibrated powertrain control modules. The much larger legacy fleet manufactured before that date was calibrated for E5 or E10 and typically uses conventional nitrile rubber hoses, O-rings and metallic fuel-system parts. The Hindu reported estimates of roughly 310 million active petrol-powered vehicles, of which about 70 million post-2023 units carry factory-level E20 compatibility while some 240 million legacy vehicles—most of them two-wheelers—do not. The Times of India separately cited an estimate of 75 to 80 million older two-wheelers whose rubber seals were not rated for higher ethanol content.

Minister of State Suresh Gopi told the Rajya Sabha that the Ministry of Heavy Industries had not conducted a formal assessment of the share of the fleet that is genuinely E20-compatible. A LocalCircles survey cited by The Hindu found that more than 66 percent of pre-2023 owners reported mileage losses exceeding 10 percent and 55 percent cited higher maintenance and component wear. Ethanol’s lower energy density—roughly 30–35 percent less energy per unit volume than petrol—can reduce thermal efficiency in engines whose ignition timing has not been recalibrated, contributing to mileage penalties and carbon accumulation on spark plugs and valves.

Chemically, ethanol acts as a polar solvent and is strongly hygroscopic. In older steel tanks it can dislodge rust and varnish, clogging filters and abrading injectors. Absorbed moisture can trigger phase separation, leaving an acidic water-alcohol layer that pits tank bottoms. Conventional NBR seals can swell, harden and leak. At retail sites that rely on underground steel tanks, monsoon water ingress through aged gaskets or vent pipes can push moisture past critical thresholds and send a corrosive layer into dispensers. Trace chlorides from agrochemical residues can form hydrochloric acid during combustion, raising corrosion risks in injectors and cylinder walls.

Conflicting assessments of damage and contamination

A report from the Engine Research Laboratory at IIT Kanpur concluded that E20 causes no notable engine damage and that efficiency drops remain under 5 percent, attributing minor mileage variation mainly to driving behaviour, traffic and ambient conditions. Independent experts and online forums have expressed scepticism about those findings, The Hindu reported. Leaked internal industry communications reviewed by Reuters, and described in The Hindu’s account, recorded chloride readings ranging from 6 to 570 ppm in Rajasthan, 1.4 to 420 ppm in Delhi and 10 to 357 ppm in Maharashtra, together with water content as high as 12,500 ppm in Uttar Pradesh and 13,000 ppm in Andhra Pradesh. Internal emails warned that organic chlorides could damage engine components “within 200 km.”

The Society of Indian Automobile Manufacturers responded on August 4 and 13, stating that the leaked material contained preliminary, unauthenticated data from only a few original-equipment manufacturers and announcing a comprehensive validated study with members and technical experts. The Ministry of Petroleum and Natural Gas said state-run fuel networks follow stringent testing protocols and treats contamination reports as localised anomalies. Senior auto executives have privately raised contamination concerns, according to The Times of India. In July 2026 the Raipur District Consumer Disputes Redressal Commission held Maruti Suzuki and a dealer liable for deficiency in service after recurring fuel-system failures linked to E20 use, ordering a full vehicle refund and compensation. Public-interest litigations in the Supreme Court have challenged what petitioners call the “silent compulsion” of E20 without an unblended alternative or clear pump labelling.

Economic and feedstock questions

Chief Economic Adviser V Anantha Nageswaran, writing with Department of Economic Affairs consultant Akash Poojari, cautioned against moving to higher ethanol blends without fuller assessments and argued for restoring E10 availability for older vehicles while retrofit programmes catch up. Nageswaran estimated that blends above E20 would have to draw on foodgrain. The Hindustan Times reported that the food ministry supplies rice to ethanol distilleries at ₹2,320 per quintal—nearly 40 percent below acquisition cost—and that the sugar industry has sought a reservation of at least 50 percent of ethanol procurement for sugarcane-based feedstock. The same report noted that corn and cane feedstock in the United States and Brazil is largely rain-irrigated, unlike much of India’s cropped area, and that Indian corn yields average about four tonnes per hectare against 13–14 tonnes in the United States.

Internationally, standard pump fuel remains E10 in the United States, E5 or E10 across most of Europe, and E10 in selected Chinese provinces. Only Brazil, Paraguay, Thailand and Zimbabwe mandate E20 or higher as the standard grade. Brazil’s Pro-Alcohol programme, launched in 1975, scaled gradually toward 30 percent by 2025 and, from 2003, built a flex-fuel fleet that now accounts for more than 85 percent of new cars, equipped with hardened valve seats, stainless-steel tanks and adaptive engine controls.

Official stance and political reaction

Government officials told The Times of India there is at present no plan to reintroduce E10. They argued that a parallel lower-blend grade would demand extra infrastructure and complicate pricing, storage and distribution; one official added that permitting E10 would amount to accepting that E20 is unsuitable for older vehicles—a premise the government does not accept. The administration continues to defend the ethanol programme on grounds of reduced crude dependence and energy security.

Opposition voices have been sharper. Samajwadi Party chief Akhilesh Yadav questioned the government’s position on social media, and Rahul Gandhi accused the government of “stealing directly out of people’s pockets,” both reported by The Times of India. Consumer complaints centre on lower fuel efficiency and worries about fuel lines and seals. Proposed practical responses discussed in technical coverage include dual-dispensing infrastructure, clearer labelling, retrofit kits and longer-term longitudinal studies of fleet effects.

Perspectives

The central government frames E20 as an energy-security and climate measure already delivering faster-than-scheduled blending gains, insists retail fuel meets stringent standards, and sees no current case for restoring E10. Chief Economic Adviser V Anantha Nageswaran and co-author Akash Poojari accept the absence of strong evidence for widespread engine destruction yet urge protection of the large pre-2023 fleet and caution that higher blends risk drawing on foodgrain without adequate review of agricultural and fiscal incentives. Opposition leaders Akhilesh Yadav and Rahul Gandhi portray the mandate as imposing uncompensated costs on ordinary motorists. Automobile industry bodies, through SIAM, describe leaked contamination figures as preliminary and unauthenticated while committing to a fuller scientific study; individual manufacturers have faced consumer-forum liability in at least one decided case.

The policy path from E10 to mandatory E20, and the exploratory steps toward E85 and E100, therefore sits at the intersection of rapid supply-side achievement, an incomplete vehicle-turnover cycle, unresolved questions of fuel-quality consistency, and competing claims about who should bear the transitional costs.
