At a meeting of the Russia–Islamic World Strategic Vision Group, Minnikhanov said the group was marking its 20th anniversary. He recalled that, at Putin's initiative, Russia was granted observer status in the OIC. Over the past two decades, cooperation has expanded to include security, counterterrorism, the economy, humanitarian initiatives, cultural exchanges, and interfaith dialogue, he said.

Minnikhanov also said that a new multipolar world order was emerging, and relations between Russia and OIC member states had become "more constructive" and took on a "comprehensive and multilateral character." He stressed the importance of shared moral values and highlighted Russia's experience as a multinational state in interreligious dialogue.

Youth initiatives and cultural heritage

Speaking at the 15th session of the ICESCO General Conference, Minnikhanov emphasized the importance of youth engagement and preserving cultural heritage. He said, "Children's and youth initiatives, based on friendship and shared values, form a solid foundation for a sustainable global future."

He noted that Kazan was named Youth Capital of the Islamic World in 2022, which led to the creation of the Kazan Global Youth Summit and the Scientific Congress of the OIC.

ICESCO leadership re-election

Salem bin Mohammed Al-Malik was re-elected for a new term as head of ICESCO during the 15th General Conference in Kazan, according to TASS. Al-Malik said, "I am very pleased that all of this is taking place here in Kazan, because our cooperation with Tatarstan will continue." He also welcomed Kazan being named cultural capital of the Islamic world for 2026, calling it "a great opportunity to showcase Kazan's Islamic heritage to the world."

The conference brought together education ministers from Egypt, Yemen, Libya, the Maldives, Senegal, Sudan, Chad, Tunisia, Azerbaijan, and Turkmenistan, as well as deputy ministers from Kazakhstan, Oman, and Uzbekistan.

Kirill Sapozhenkov, deputy director of the Russian Foreign Ministry's Department for Liaisons with the Constituent Entities of the Federation, the Parliament and Public Associations, said at a KazanForum event that "the hybrid war the West is waging against Russia has accelerated closer ties between Moscow and the countries of the Islamic world."

Sapozhenkov said Russia aimed to become not just an attractive partner but also a reliable political ally, guided by equality and mutual respect. He added, "Our relations are about to reach a strategic level."
