A Novel Nuclear Proposal at Long Beach

For the first time in 50 years, California could see a new nuclear power project at one of the country's largest trade hubs. The Port of Long Beach is exploring small modular reactors, known as SMRs, that could eventually supply electricity for port operations and the ships that pass through. The proposal is being led by Bluecore Energy, a startup launched less than a year ago, which says its reactors are designed to float on barges.

"We're a few years away from the biggest energy crisis in a generation," said Kofi Asante, founder and CEO of Bluecore. "My team and I took nuclear reactor technology that's been running power plants safely for 70 years, made it smaller and put it on a barge."

The company said one SMR could power 15,000 homes. Its initial system is rated at 10 MWe, a capacity that can scale by pairing multiple units together, according to the startup. The reactors are designed to run for years on a single fueling cycle, making them suitable for continuous port operations.

The port has already leased space at Berth 48 to Bluecore, where the company is building and testing its reactor. In a separate arrangement, the port signed a cooperation agreement with the US Maritime Administration last month to help establish safety standards for maritime nuclear power use.

Regulatory and Technical Hurdles

Despite the momentum, the project faces a significant legal obstacle: California has banned new nuclear reactor construction since 1976, a moratorium tied to unresolved questions about high-level radioactive waste disposal. It remains unclear whether that prohibition applies to Bluecore's floating reactor design, and federal regulators are still being engaged.

Bluecore has not yet filed a formal application with the Nuclear Regulatory Commission (NRC) for deployment approval. The company was scheduled to meet with the NRC this week to present its reactor design and regulatory plans. An NRC report reportedly raised questions about how maritime nuclear deployments would address hazards such as sinking, capsizing, and severe weather extremes.

The Port of Long Beach, the Maritime Administration, and federal agencies including the Coast Guard and the Department of Energy are jointly developing operational and safety protocols. The Maritime Administration also began seeking industry input earlier this year on scalable, US-built small modular reactors for the marine transportation sector.

USC engineering professor Dr. Najm Meshkati, who sits on the state's independent safety panel for Diablo Canyon, noted that the physics behind small reactors isn't new, but placing one on a barge in a busy working port is novel and "should come with tougher, independent oversight." He stressed that the public must remain involved, urging: "If there is a public meeting, please go there. Please question. Please keep the feet of the regulators and the industry people to the fire."

Future potential

Port officials say nuclear power could eventually supply around-the-clock electricity as cargo operations become increasingly electrified across Long Beach's terminals. The technology could also extend to ships, data centers, and other coastal facilities located near water access points.

For now, the Long Beach initiative remains in the development and regulatory-planning stage, with no construction timeline confirmed. Whether the state's decades-old nuclear moratorium ultimately blocks or accommodates this barge-based approach remains an open, unresolved question — one that regulators, port officials, and Bluecore itself have yet to answer.
