IBM Unveils Dual-Architecture Processor for Mainframes and LinuxONE

IBM Corp. today announced at the Hot Chips 2026 conference that it is developing a new dual-architecture processor in partnership with Arm Holdings Ltd. The chip, which does not yet have a name, is designed to run both IBM's mainframe instruction set and Arm's instruction set natively on the same silicon, switching between them in nanoseconds without any emulation or translation. It is the first dual-architecture mainframe processor ever built.

According to IBM, the processor is built on a 2-nanometer process and carries 11 cores running above 5.7 GHz. It also includes inference accelerators aimed at catching fraud during financial transactions, enabling the fraud check to happen on the same chip that processes the transaction, rather than downstream.

The announcement marks the first concrete development from the IBM-Arm partnership announced in April 2026. Back then, the companies said they planned to use virtualization and emulation to bring 'cloud-like flexibility to highly regulated environments,' allowing enterprises to run AI and data-intensive workloads on sensitive data stored in on-premises systems. However, as Futurum Group analyst Brendan Burke noted, virtualized workloads often struggle to match the performance of their non-virtualized counterparts. This led IBM and Arm to co-design a dual-architecture processor that eliminates the need for either virtualization or emulation.

The new chip will have a unified architecture, meaning companies will not have to partition tasks across separate Arm and IBM cores. Instead, the chip's cores will execute both Arm and IBM Z or LinuxONE instructions concurrently. The chip can also expand to support hundreds of cores and includes a dedicated on-chip data processing unit for input/output operations.

The processor is destined for IBM's next-generation Z mainframes and LinuxONE systems. IBM Z mainframes and LinuxONE process around 70% of all financial transactions, and the new chip aims to bring Arm's massive software ecosystem to these platforms, combining access to one of the industry's fastest-growing software ecosystems with the qualities that have made IBM systems the foundation for how businesses run.

Arm Holdings' executive vice president Mohamed Awad said, "Bringing Arm compute and its software ecosystem to these platforms will extend that momentum into mission-critical enterprise infrastructure to give organizations greater choice in how they deploy AI."

IBM CTO and Fellow Christian Jacobi said, "This processor represents a significant architectural advancement for IBM Z and LinuxONE. By bringing Arm natively to our platforms, we're combining access to one of the industry's fastest-growing software ecosystems with the qualities that have made IBM systems the foundation for how businesses run."

Arm counts more than 22 million developers, over 80% of the world's total. Arm sells no chip and builds no hardware; IBM designs, fabricates, and sells the systems. There is no ship date yet, first revenue is years away, and the product could be delayed or rescoped.

Market Context

Roughly 71% of Fortune 500 firms run mainframes and close to 97% of banks depend on them, with enterprises spending about $330 billion a year maintaining those systems. Most of the world's large banks still run their daily business on this hardware, and they are budgeting to keep doing it. Mainframes have been declared obsolete by every wave of computing since the personal computer, yet they remain critical infrastructure.

The new processor addresses a dilemma that has frustrated large institutions for a decade. A bank running its core deposit systems on a mainframe could adopt modern AI tools, or it could leave its transaction engine alone. Doing both meant rewriting code written over thirty years, or buying a second set of hardware. Now Arm software runs beside the mainframe workload inside the same box.

Outlook

The dual-architecture processor represents a significant architectural shift for IBM's enterprise line. By bringing Arm natively to its platforms, IBM is combining access to a fast-growing software ecosystem with the reliability and security that have made its systems foundational. However, with no ship date announced and first revenue years away, the product is still in early development and could be delayed or rescoped as the partnership evolves.
