Digital Platform to Manage Legislative Business
The legislative business for the upcoming autumn session of the Jammu and Kashmir Legislative Assembly, which begins on September 21, will be processed and managed through the National e-Vidhan Application (NeVA) portal, as reported by Greater Kashmir. The platform is designed to enable paperless functioning of legislative assemblies and streamline the management of legislative business.
NeVA was partially introduced during the 2026 budget session of the J&K Assembly, held from February to April in Jammu, where replies to cut motions were processed through the portal. Speaker Abdul Rahim Rather had announced the partial introduction of NeVA in January, ahead of the budget session, to encourage paperless functioning. “Partially, we will begin work from the (2026) budget session but hopefully it will be fully in place from the next session (following the budget session). This will facilitate all,” he had assured, according to Greater Kashmir.
Preparatory Meeting and Administrative Directives
A high-level meeting was convened at the Jammu & Kashmir Legislative Assembly on Wednesday to review preparedness for the implementation of NeVA ahead of the autumn session, Daily Excelsior reported. The meeting was chaired by Achal Sethi, Secretary of the Department of Law, Justice and Parliamentary Affairs, in coordination with Manoj Kumar Pandit, Secretary of the Jammu & Kashmir Legislative Assembly.
Discussions focused on arrangements for the effective rollout and functioning of the NeVA platform, including the status of technical preparedness, digital processing of legislative business, system integration, and coordination among departments. Officials stressed the need for close coordination among all stakeholders to ensure smooth conduct of legislative business through the digital platform. The meeting concluded with directions to complete pending technical and procedural requirements for the seamless functioning of the paperless Assembly, according to Daily Excelsior.
The J&K Assembly’s NeVA portal has also listed the Autumn Session 2026 along with related notices, indicating that preparations for the session and its digital proceedings are underway, Daily Excelsior added.
Implementation Committees and Funding
For the implementation of the NeVA project in J&K, two committees were constituted—one headed by the Assembly Secretary and an apex committee under the Speaker’s chairmanship, as reported by Greater Kashmir. The project was approved through a virtual meeting in January last year by the Secretary of the Ministry of Parliamentary Affairs, Government of India, and will cost approximately Rs 16 crore. For the first three years, the project will be fully funded by the Centre, according to Greater Kashmir.
Session Summoning and Notices
On August 12, Lieutenant Governor Manoj Sinha summoned the autumn session of the J&K Legislative Assembly in Srinagar for September 21 at 10 am, Greater Kashmir reported. The Assembly Secretariat, through a bulletin, asked MLAs to submit notices of eight questions each—four starred and four unstarred—and one bill each by or before August 25.
Circular Instructions to Departments
To ensure the processing, submission, receipt, and disposal of legislative business through the NeVA portal during the autumn session, Commissioner Secretary Achal Sethi issued a set of circular-instructions for all administrative departments, Greater Kashmir reported. According to these instructions, questions received from MLAs have already been sent to the concerned departments by the Assembly Secretariat, and log-in credentials for the departments have been created. All administrative departments have been asked to access their respective NeVA log-in accounts on a daily basis.
