ED Raids in Dehradun Linked to 2016 UKSSSC Exam Irregularities
The Enforcement Directorate (ED) conducted searches in Dehradun on September 10 under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, in connection with alleged irregularities in the 2016 Uttarakhand Subordinate Service Selection Commission (UKSSSC) examination. According to an ED press release, searches were carried out at several locations, including the residential premises of the then Chairman and Secretary of UKSSSC, the then Exam Controller, the owner of a private computer agency engaged for OMR processing, and associated middlemen allegedly linked to the conspiracy.
During the searches, the agency recovered Rs 32 lakh in unaccounted cash, gold and luxury watches from the residence of Chandan Singh Jeena, who is currently serving as Personal Assistant to former Chief Minister Harish Singh Rawat. Jeena had earlier served as Rawat's Officer on Special Duty (OSD) during the Congress leader's tenure as Chief Minister from 2014 to 2017.
Alleged Modus Operandi
The ED alleged that optical mark recognition (OMR) answer sheets were diverted from UKSSSC's secure custody to the residence of the then Secretary. At that location, roll numbers of incomplete sheets were recorded and handed over to a private computer agency, whose personnel allegedly altered the answer bubbles in exchange for illegal gratification.
The agency also reported that Jeena made substantial cash expenses for which no source was explained, and the recoveries and expenses were not substantiated by his known sources of income. His mobile phone was seized for forensic analysis.
Rawat's Response and Resignation
Following the ED's recovery from Jeena's residence, Harish Rawat resigned from key posts in the party, according to reports. The former Chief Minister said he did not believe the allegations of irregularities in recruitment exams levelled against Jeena, asserting that during their three-year tenure, recruitment to top positions happened twice. He also said that people entrusted with public responsibilities must always stay away from such reprehensible temptations.
Rawat, who has contested Lok Sabha polls nine times and served as Union Minister of Water Resources in UPA-2 from 2012-14, won the legislative seat from Dharchula in 2014. He alleged that an attempt was made to knock on the door of one of his associates to create a narrative.
Legal Context
The searches were part of an ED probe into the 2016 UKSSSC exam irregularities, which stem from four FIRs registered in connection with the alleged manipulation. The money laundering case is being investigated under the PMLA, 2002. The agency's press release on Friday detailed the searches and recoveries, but did not name any individual as an accused in the case.
