Overview
The Central Vigilance Commission (CVC) has released its annual report for 2025, revealing that chief vigilance officers (CVOs) received 70,584 corruption complaints against government bodies during the year. Of these, as many as 64,905 complaints were disposed of by December 31, 2025, according to the report. The remaining 5,679 complaints were under process at the end of the year, including 2,002 that had been pending for more than three months.
CVOs, who act as the Commission's extended arm, are expected to complete investigations within three months. The report states that the Commission periodically reviews complaints pending with CVOs to ensure their expeditious disposal.
Sector-wise Breakdown
Banks received the highest number of complaints, with CVOs in the banking sector receiving 9,933 complaints during 2025. Of these, 9,520 were disposed of, while 413 remained pending, including 52 that had been under process for more than three months, the report said.
The Railways followed closely, with 9,381 complaints related to the sector. As on December 31, 2025, 8,754 of these had been disposed of, leaving 627 pending, out of which 10 had been under process for more than three months, according to the report.
Other significant figures included 6,531 complaints related to housing and urban affairs, and 4,834 against local bodies, excluding the Government of National Capital Territory of Delhi (GNCTD). The local bodies covered in the report include the Delhi Jal Board, Delhi State Industrial and Infrastructure Development Corporation Ltd, Delhi Transco Limited, Delhi Transport Corporation, Delhi Urban Shelter Improvement Board, Delhi Tourism and Transportation Development Corporation, Municipal Corporation of Delhi, and the New Delhi Municipal Council.
Ministries and Other Entities
The report also detailed complaints against various ministries and public-sector entities. As many as 4,118 complaints were related to employees in the coal sector, 3,107 to finance, 2,804 against the Delhi government, and 2,722 related to the petroleum ministry.
Delhi Police faced 2,633 complaints, while road transport and highways accounted for 2,139 complaints. The Ministry of Home Affairs, excluding Delhi Police, was the subject of 2,036 complaints. Other figures included 2,030 complaints against human resource development, 1,894 against the labour ministry, 1,536 against insurance companies, 1,469 related to telecommunication, 1,410 related to the defence ministry, 1,123 against the Ministry of Consumer Affairs, Food and Public Distribution, 1,023 related to the steel ministry, and 1,003 against the department of posts.
The CVC report further noted that it had forwarded 18,651 complaints to CVOs for necessary action in 2025. Of these, the largest share, 4,110, related to local bodies (excluding GNCTD), followed by 1,749 against banks, 1,428 related to the Railways, 1,318 against the petroleum ministry, 1,307 related to the Delhi government, and 1,016 against the defence ministry.
